Street children
The social problem which is generally defined by a concept "street children", exists in many countries of the world, including the countries with high level of social and economic development. It characterizes children's neglect and homelessness as a complex and ambiguous phenomenon.
The Foundation has been working for a long time on the given problem. Two times our volunteers carried out interrogation of these children by results of which is possible to make conclusions as for the situation with the given category in Lugansk.
Owing to the organization "Kerkіnactіe" we managed to open Center of rehabilitation of these children in which they can undergo free-of-charge medical inspection, get help from a psychologist and social worker.
In coordination with the service on affairs of minors and criminal militia on affairs of minors the Foundation regularly holds spot-checks on revealing such children in the streets of the city.
A manual devoted to this question "Resocialization" of street children" was released. It contains methodical materials for experts who are engaged in the work with this category of children.
Firstly, it is necessary to develop a control system in the sphere of social health of population, including analysis of health, behavior of children, and the reasons of family ill-being.
Secondly, it is time to change the criteria of assessment of work of authority bodies, establishments. A head of social sphere of any level should not to get to know about growth of children's neglect and tendencies in the teenage criminality environment from month or quarter reports on results and after that to make a decision on elimination of the negative phenomena, but to expect these tendencies and to be able to warn their development.
Thirdly, to create operative headquarters on revealing homeless and neglected children at city (district) levels.
The complex approach in system of preventive maintenance of neglect and homelessness children provides uniting of efforts of all interested departments, public organizations, religious faiths, scientists and teachers.
For realization of these strategic tasks the following clauses need to be done:
- interdisciplinary discussion of important children's problems and the mechanisms working on their solution;
- formulation of the key breakups in existing politics on childhood;
- initiation of wide expert and public discussion of these problems;
- preparation of alternative analytical reports by public sector on the most essential problems of childhood;
- participation of NGO in development of program projects of social development, elaboration of indicators and criteria of their efficiency estimation;
- optimization of the network of social protection establishments (boarding-schools, centers of temporal stay of children, socio-rehabilitation centers for minors, help centers for children who got into a hard vital situation, and also centers of post boarding school adaptation and support services for graduates from establishments for orphan children);
- to create conditions for socio-labor adaptation of orphan-children, children who deprived the parental care, to provide measures on stimulation of their labor activity, elimination of dependant moods.
