Detailed work in the Foundation is conducted with orphan-children. For today their knowledge of existing legislation is unsatisfactory and it is the main problem. Many of them often face legal offense toward themselves. In such situations they do not know what they should do.
According to statistics the number of orphan-children is constantly growing.
Our Foundation renders the all-round help: assist in registration and reception of documents, tickets, in registration and resuming pensions and allowances, documents on succession of habitation. Special attention is given to informing on existing base of laws, widening their knowledge on rights, acquaintance with the specialists, who can answer to their questions and give useful advice. In this connection the program „Find your way to soul" for orphan-children studying in trade schools and technical colleges of Lugansk is conducted on the basis of the regional youth's library. Every month they are invited to a meeting with experts to discuss the questions that interest them.
A day off club for orphan-children of junior and middle school age works in the Foundation. All sessions are carried out on fresh air, and accompanied by cognitive and entertaining programs and gifts. The organization of New Year's meetings for orphan-children (New Year's performances with games, celebratory dinners and presents) became traditional.
Foundation considers carrying out of round tables and media campaigns as the effective forms of work on attraction the public attention to the problem of orphanage. The most actual questions are raised up here. Round tables: „Social orphanage: facts and reality”
and a conference „Power. Family. Children” were held. Seminars on questions of granting social services and organization of teamwork for social teachers and deputies on educational work of regional educational institutions are conducted. Books on actual problems of orphan-children and problems of adoption of children were issued. 2 parts of film „Other's children?” were released (part 1 and 2). Preventive work with children of 5 boarding schools, that are basу for carrying out researches and projects, is conducted.
Recently our Foundation actively works on education the population as for innovative forms of deinstitualization of orphan-children: national adoption, foster and patronizing families, and family type houses. We think the priority form for upbringing of orphan-children should be a family.
1. Existence of children deprived of parental guardianship, is caused by socio-economic, moral-ethical, psychological reasons. Spreading out irresponsible attitude of parents toward children, their refuse to do parental duties, cruelty, violence in family, requires elaboration of control mechanisms over such parents, effective system of protection the rights of a child in family and to make parents answerable for neglect of their children.
2. Deinstitualization of disabled children is predetermined by lack of objective information concerning future prospects of family, opportunities of rehabilitation of a child. Procedure of determination of physical disability of a child has mainly medical character and is not directed on finding the child's place in family environment.
3. Formation of effective state policy regarding protection of orphan-children's rights and children deprived of parental guardianship, the necessity of control of respectful attitude toward the rights of children in boarding schools and families require designation of a state structure which functional duty would be solution at state level the problems of social orphanage and protection the rights of children who have no parents.
4. The problem of definition of the status of children left in maternity hospital by mothers who have no constant residence and identical documents, and children abdicated by parents requires settlement; registration of legal status of foundling-children, homeless children. Children without defined status remain outside of adoption.
5. With the purpose to increase the efficiency of work on prevention children's leaving of family it is necessary to study the needs of crisis families for the social help and harmonize the services offered by corresponding establishments; to spend information campaigns, advertising of services which the family can receive in case of necessity; to develop and introduce the training programs for parents on different questions of upbringing and mutual relations with children and teenagers.
6. It is necessary to provide the privileges declared by legislation; granting of the help to a concrete young man depends not only on professional level of an expert, but on desire to help, find an output in each concrete vital situation. In the absence of activity coordination and control causes irresponsible attitude of employees to perform their duties.
7. Many orphan-children have no habitation. After the graduation from an educational establishment some of them lose habitation and registration. To keep an apartment remained from parents, or to get a new one is very difficult - courts, various instances, collection of necessary documents, bureaucratic barriers.
8. Graduates do not know laws, real privileges and the rights, do not know whom to address, what state institutes should help them. They erroneously think, that because they are orphans they should get a flat, they are freed up of paying the bills, they should be granted by a work which easy and not dirty.
9. Activity of the establishments, called to provide and protect the rights of orphan-children, is restrained by insufficient level of people ware and professional level of experts for work with orphan-children and children deprived of parental guardianship.
10. Home and world's experience has brightly shown, that guarantees of safe future of an orphan-child in a family, is much higher, than placed in a state establishment. The same experience testifies that education and maintenance of an orphan-child in a family costs cheaper to state and society, than in an establishment. But the wish of Ukrainian spouses to adopt a child is often cannot be done because of insufficient knowledge. In other words, compatriots simply have no idea how to do it.
11. Any of NGO in Lugansk region does not work in deinstitualization of orphan-children. As a result there are only 5 adopting families in the region today.
12. Our organization considers adoption as the best form of solving out the problem of orphanage. Programs of temporal arrangement of orphan-children in families can become the first step on the way to finding by orphans a new family. However they can be successfully realized only after long preparation because participation in those programs demand from people the revision of their attitude toward orphans and change of system of values. For successful realization of these programs it is necessary to destroy existent negative stereotypes toward orphans, to create conditions for interaction of potential parents with orphans' establishments, to encourage citizens to participate directly in aid to orphan-children.
